Participatory Governance
The focus of participatory governance of CYSD had been on supporting and strengthening the decentralized governance and increasing accountability of the institutions of governance towards people in general and marginalized section in particular.
Community empowerment and social development are best achieved through greater citizen participation in the grassroots democratic process. CYSD constantly strives to strengthen participatory governance in the State to develop capacities of the communities with the use of participatory development plans as a tool to plan and push for real decentralized governance through linkages with mainstream development plans.
Building citizenry awareness and increasing participation in the process of local self-governance has been a major activity of CYSD. At the same time, extensive policy research and advocacy work is done to influence policy makers and the public to initiate pro-poor policies.
CYSD through its participatory governance initiatives, works towards strengthening citizens’ participation in local self-governance to enhance people’s abilities to analyze local development issues, place their legitimate demands before the mainstream agencies, and create pressure to promote and strengthen pro-poor initiatives, through community organizations.
The 73rd and 74th constitutional amendments and the Panchayats Extension to the Scheduled Areas Act (PESA) 1997, provide the Panchayati Raj Institutions (PRIs) with rights, responsibilities and power for planning and implementation of development programmes from grassroots level.
Despite wide ranging powers given to PRIs, local self -governance has yet to become very effective. This is due to improper devolution of funds and functions, as well as low awareness among people and the lack of necessary skills of PRI functionaries. This has a direct impact on access to basic services such as public distribution systems, health, education and basic infrastructures like road, transport and mobility.
