Decentralized Planning
Decentralized Planning at CYSD is the process of reinforcing Bottom-Up Planning and ensuring its Integration.
CYSD promotes the Panchayat Resource Centres (PRCs) with an aim to generate a strong information base, to disseminate that information widely, and to develop the capacities of people at different levels of the PRIs, and local civil society organizations who assist them. Apart from providing a Resource Centre for the Panchayat or block, the Centres also follow up on any training or village-level planning done by CYSD, including micro-planning exercises. The Panchayat Resources Centres set up and run by local Community Based Organizations (CBOs) with support ranging from leaflets and posters to other materials relating to issues of governance and training guidelines from CYSD. CYSD serves as a platform in facilitating linkages between people’s plans, and development schemes and programmes. The participatory micro-plans developed at the Gram Panchayat level, are effectively linked with other developmental programmes.

CYSD has been facilitating People Centered Advocacy processes to initiateCommunity Level Advocacy on locally identified and prioritized issues. This facilitating of Micro Plans led to the creation of a scope for participatory and further need based planning, equipping people with skills of problem analysis, prioritization, resource mapping and formulation of development agenda for their community.

Process Development of Model Gram Panchayats:
To strengthen the management and monitoring functions, it is essential to work closely with the community members and PRI functionaries. The process of development of Model Gram Panchayats involves a series of steps of developing facilitation skills with local self-governance goals and participatory planning and prioritization, proper beneficiary selection through vulnerability mapping and developed work plans, and adequate and requisite information base through mobilization and management of resources and by meeting challenges posted, by RTI. The Model Gram Panchayats are used as reference for replication, integrating decentralized planning for fool-proof governance at the grassroots.
